XCTU win10 install problem

Hi,
Impossible to finish the install of XCTU. Setup goes to 90% and after Setup Not Responding.
In log viewer, I can find information about Problem Signature

Hope someone could find the problem.

Windows 10 Pro 1909 (tested also with 1903) -- 10.0.18362.2
XCTU 40003026_X.exe

I'm the system administrator and Windows is licensed and activated.

You need to be logged in as the system administrator and have a licensed version of Windows.

My computers under win 10 Pro stop installation here (I followed it in %temp% in bitrock_installer.log file):

I verified that the installation in my computers under win 10 PRO install all the files and directories, even if I have not these lines in the bitrock_installer.log

But I have no "Desktop Shortcut for XCTU", uninstaller.exe has 0 byte and so it's impossible to install the drivers after.

I'm having the same problem. I'm trying to update an XB3M1 that I've got uptodate on an older Window10 to Version 11413.
I've used XCTU on a number of other computers, but installing on a new Windows10 pro, this has been very time consuming and just not worked. Painful. Not clear why.
I have a Maxstream XBIB board, and its detected on my older systems, but not on the new Windows10 Pro
Windows10 Pro 1909 OS Build 18363.900
Renamed to "XCTU v651 40003026_Z.exe" and installed with Admin privilege.
