RSSI problem with Xbee-PRO 900 on XBIB board

XBee-Pro 900 with latest firmware 1002.

I am doing a loopback range test with the XBIB development boards.

X-CTU always reports an RSSI of -82 no matter what.
Hooking up a scope to RSSI pin 6 shows a waveform that never changes.

How can I get an accurate RSSI?

Got an email reply from Support:

The customer will find that the RSSI signal will not change until a threshold of approximately 80dB is reached.

I verified this. By changing the voltage divider resistor values you can make the 3-LED RSSI "meter" work.
