Are the DL, MY set to the address of the receiving units?

Make sure both XBee's are on the same ID and CH.

Also, check to make sure the PC Settings tab in XCTU is set for 9600 baud, 8 databits, no parity, 1 stop bit, no flow control, unless you've configured the BD parameter of your XBee to other than default value 3.

waltr also brings up a good point if you're looking for a wire replacement.... You can set the DH/DL of one XBee to the SH/SL of the opposite XBee (set each side to the value of the other), then set MY=0xFFFF.
