Data sent in packets despite R0 (Packetization timeout) set to zero

I have an Xbee Coordinator and a single End Device.

The end Device is getting six bytes of data to send every 15mS.

The baud rate is 115200.

At the Coordinator I get a large packet every 100ms.

I thought that setting the R0 Packetization timeout to zero was supposed to force transmission immediately?

Any ideas why it's still packeting up the data and sending every 100ms?

On a router or coordinator it would. On an Zigbee End device the transmission time on when it sends data is based off of the Polling rate or PO command.
