What is the error/behavior seen when trying to connect?

What does the "who" command show when attempting to connect?

What does "display ports" show when trying to connect?

Is grounding wired on the cable (SGND and Chassis)?

You might want to confirm cabling:

the issue turned out to be that the device i was connecting the Digi unit to defaulted on the baud rate when power was disconnected.
Thanks for the replies...I tried all your suggestions and it led me to the solution.
